- Quality cannot be mandated.
- There are no guarantees of quality in any service system.
- Multiple approaches, including informal approaches, offer the
best promise in striving for quality.
- Regulations and quality assurance procedures developed for
traditional services are inappropriate for individualized, person-
centered or family-centered services.
- Regulations limit flexibility and can interfere with the
attainment of quality.
