TARC was an initiative funded by the New York State Developmental Disabilities Planning Council. It worked with selected sites throughout New York State to promote the inclusion of people with developmental disabilities on community organizations' boards of directors, board designated committees, and various other decision-making bodies.
Like On Board, TARC provided technical assistance, resource support, and oversight/monitoring to seven projects around New York State. The seven projects, which were funded in January, 2000, are located within agencies or organizations such as independent living centers, Arcs, and direct service providers. Cheryl Spear and Esther Kubuga, two graduate assistants, coordinated the work, under the supervision of Bonnie Shoultz at the Center on Human Policy. Activities under this project included:
Developing and maintaining an interactive, password-based dialoguing web site;
Maintaining a resource lending library;
Implementing individualized technical assistance plans for each of the seven projects;
Coordinating quarterly teleconference calls;
Implementing individualized technical assistance plans for each of the seven projects;
Managing web "chats" between the seven projects;
Giving technical assistance on areas like community development, systems change, recruitment, etc.;
Collaborating with two statewide organizations representing people with disabilities and community human
service agencies;
Setting up training workshops for the projects;
Assisting the projects in working with organizations (ranging from human service agencies to youth groups
to church boards, etc.)
